About Us

The Key City Fire Conference is the first fire conference of its kind in the DC/Baltimore metro area. This conference was organized to give people of the American fire service an opportunity to learn from some of the nations best instructors and fire service leaders through classroom and practical training environments.

Frederick, MD

Frederick City is a city of 23.95 square miles located in the center of Frederick County Maryland. Frederick County Maryland is the largest county in the state and is known for many things like its civil war history, its downtown area that has many shops, famous restaurants and its iconic city skyline known as the clustered spires. Frederick continues to grow population wise daily, making the fire service a challenging place with lots of community dynamics, forcing many challenges to the Fire/EMS service delivery. 


Maryland hasn’t had a well established firefighter conference in many years, that was in a relative location to many and at a price that is affordable to most. With that we bring you the first of many Key City Fire Conference.

CHAIRMAN
CHAIRMANROBERT JAMES (RJ)
RJ is a 22 year veteran of the fire service. He started as a volunteer firefighter with the Cromwell Volunteer Fire Department in Cromwell, Connecticut. Robert relocated to Maryland and joined the Rockville Volunteer Fire Department in Montgomery County Maryland. He is currently employed with the Frederick County Fire Department, where he is a Lieutenant in Special Operations Command assigned to the 2nd Battalion. Robert has received numerous citations and awards from the Rockville Volunteer Fire Department, Frederick County Fire Rescue and the state of Maryland. RJ has served as a lead instructor for many fire department trainings, and works as an instructor with Frederick Fire Department’s Training Academy and Capitol Fire Training LLC. He has written articles for many different trade magazines and has taught on national fire service platforms.

C-CHAIRHank Henline
Hank has over 13 years of fire service experience. He began his fire service career as a volunteer firefighter with the Boonsboro Fire Company in Western Maryland, where his passion for Engine and Truck company operations grew. Hank currently is a career fireman with the Frederick County Fire/ Rescue department located in Frederick Maryland. He is assigned to Engine Company 2 “Uptown Express” in the north side of Frederick City. Hank serves as a lead instructor of Frederick’s firefighter survival program, as well as support instructs for many other programs at their department’s training academy.

Jon has 20 years in the fire service and currently holds the rank of Captain in Frederick, Maryland. His passion began with his hometown fire department in Westminster, Maryland where he held all ranks through the level of Assistant Chief. He has been involved in many aspects of his departments including master planning committees, policy implementation and trial programs. Jon is a Maryland level III fire service instructor and has served as Recruit Class Commander for the Frederick County training academy.

Lt. Prestia has been with Frederick County Department of Fire Rescue Services since 2008, he has been assigned to multiple stations. The majority of his assignments has been around the stations with specialties. He has multiple tours with Station 3, home of the only staffed rescue squad. Station 29 the Special Ops station and now is assigned to Station 5, which houses part of the Water Rescue Team for Frederick County. Lt. Prestia is part of the Technical Rescue Team (TRT) and Water Rescue Teams of Frederick County. He is also the Lead for Trench Rescue for the TRT. He is also working to become part of MD Task Force 1. Lt. Prestia is a Maryland Fire Rescue Institue Instructor for Frederick County Fire and Rescue and is constantly helping with academy classes and classes to train firefighters in the field. Lt. Prestia’s Rescue certifications are in Vehicle, Rope, Trench, Confined Space and Structural Collapse. Before Lt. Prestia was part of Frederick County Department of Fire Rescue Services, he was a active member of The Alpha Fire Company in State College, PA from 1995 to 2012. During his time with The Alpha Fire Company, he held positions from Fire Fighter, Quartermaster, Truck Captain, 3rd Assistant and 2nd Assistant Chief. Lt. Prestia was one of the founding members of the PERT (Pre-Emergency Response Training) Program at The Alpha Fire Company. The PERT was made up of 3 parts, Engine, Truck and Rescue. Lt. Prestia oversaw the Truck PERT, from the ground up. It has since grown. This program was groundbreaking in the sense of how it brought together classroom, practical and written training to fully develop a firefighter in the Truck Program.

Anthony is a Lieutenant/Paramedic with the Frederick County Division of Fire & Rescue Services. Lt. Gramiccioni has been employed with FCDFRS since 2015 with appointment to Recruit Class 19 and during his tenure has been assigned to multiple stations. Additionally, during his tenure, he is a Hazardous Materials Technician, obtained the NREMT- Paramedic title, became certified to Instructor III and holds a certification from the Maryland Instructor Certification Review Board as an EMS instructor. He assists in recruit training as both a lead and adjunct instructor for EMT, provides support instruction to multiple other Fire/EMS based programs, and assists the Division’s accredited Paramedic program as an adjunct instructor. Prior to his appointment in FCDFRS, Lt. Gramiccioni has just over twenty years in emergency services. He has a working knowledge in Fire/EMS, EMD, and Law Enforcement. When he is not working to better himself or his colleagues, he has a wife, twin daughters, and two dogs at home that he spends his time with.

HANDS ON COORDINATORFrank Malta
Frank has over 23 years of experience in the fire service. Frank started his career volunteering with the United Steam Fire Company in Frederick Maryland in 2001. He currently is employed with Frederick County Fire Rescue (Maryland), where he is a Battalion Chief, in charge of Frederick County’s Fire Training Academy. Frank has always had a passion for teaching and is an instructor for numerous training programs, has written many department training programs, and travels teaching outside of work.

Zak is a Firefighter with the Frederick County Fire Rescue service located in Frederick County Maryland. Prior to Zak getting hired on the job he served with the United States Marine Corps Infantry Division. Zak is a Boston native and spent his early years around the fire service, which exposed him to the fire department culture. Zak currently is assigned to Engine/ Truck 5, located in the Brunswick section of Frederick County. Zak operated in Frederick’s Special Operations Command where he was a Swift Water Rescue Technician. Zak has a Bachelors degree in Public Affairs, and is a Board of Director for Frederick County Career Firefighters Association Local 3666.

Billy grew up in Frederick and has 21 years of fire service experience, with over 18 years as a career firefighter for Frederick County Fire/Rescue. Currently holding the rank of Lieutenant, Billy is assigned to Engine 28, which is home of Frederick County's swift and water operations, located in the Point of Rocks area of Frederick County. He currently serves as Treasurer for the Frederick County Career Firefighters Association (IAFF Local 3666) has been on the Executive Board for 14 years, and also currently serving as Vice-President for the last 7 years. Billy has always had a passion for attending specialty trainings, both local and afar, pertaining to water rescue and vehicle extrication.
